"Chevy trucks are the best" becomes "Save money now on Chevy trucks. We are working to achieve the highest reliability rating, so buy now and get a free 10 year 100,000 mile bumper to bumper warranty." Who will do the rating? The non-profits that are doing it now, e.g. "Consumer Reports". What about other factors, like performing as advertised (e.g. over the counter drugs), price, resale value, market share, customer service, markup, ...? They can be rated too. Reliability is just a starting point.
